If I were to wish to move to a new house in a new state or country how much time would I have to give for a wish like that to come true?

The time taken will depend on several things. If you are moving on your own, a month may be long enough to get things organized. If you're moving with your family, you'll need to convince them that it is a good idea first. Maybe six months to a year would be a better target. If you know the state or country imagine yourself living in that area. If you don't know the area, get some images from the internet and imagine yourself there. Better still photoshop yourself into the images and look at them often.
